Senior Project Manager - Counter Terrorism (Contract)

Location: London Country: UK Rate: Up to £523.38 per day PAYE depending on experience

The Senior Project Manager will act as a Senior Manager in the Technology Pillar and be responsible for the successful delivery of specific project(s) within the Technology project portfolio across a multitude of technical disciplines.

Key Responsibilities:

  • Leadership of a team to bring consensus to what needs to be achieved to resolve business challenges within mid to high complexity project(s). The Senior Project Manager needs to be comfortable working across the all stages of the technology life cycle and able to work within multiple disciplines of technology (eg cloud, applications, infrastructure, mobility)
  • Definition and agreement of the appropriate methodologies, governance and reporting mechanisms to be used across project delivery in line with Portfolio Office standards
  • Ensuring governing forums and senior stakeholders are appropriately engaged with ongoing change activity through briefings, alongside more targeted conversations to influence others and build support for delivery.
  • Remote and/or in person task management of a project team within an often reactive environment with moderate to high levels of uncertainty to move towards an agreed delivery end point.
  • Development of project product breakdown structures and project/work stream plans with team members, followed by monitoring and assurance activities to ensure project progress is monitored and controlled and dependencies managed.
  • Development of Business Cases at appropriate points of the project life cycle and then ownership and management of these cases through the CTPHQ governance process.
  • Proactive risk and issue management with an understanding of management levers which can be used and appropriate points at which these should be deployed.
  • Managing commercial processes in conjunction with the CTPHQ commercial team to ensure relevant delivery contracts are in place, then subsequent contract management through the life cycle of the project(s). The Senior Project Manager needs to understand principles around commercial management and ensure correct controls in place to deliver value for money.
  • Manage communication and engagement with project stakeholders, developing and maintaining key relationships and working in partnership to resolve problems to benefit operational policing
  • Implementing and managing change control across project governance. Defining change tolerance and devising the correct level of impact assessment where required.
  • Recommend and implement innovation across CTP HQ Technology based on experience and best practice to both enhance project delivery and technical tooling used across CTP.
  • Manage recruitment of technical resources (many niche specialists) to assist in delivering complex technical projects.

Qualifications:

  1. PRINCE2: Practitioner and/or Agile Project Management.
  2. Practitioner (or recognised industry equivalent qualification).
  3. Managing Successful Programmes: Practitioner (or recognised industry equivalent qualification).
  4. Agile Project Management Foundation & Practitioner (AgilePM®).
  5. ITIL Foundation Certification.

Skills & Experience:

  1. Experience in project management of ICT projects within complex stakeholder/business environments.
  2. In-depth experience of and competence in using MS Office tools (including MS Project and Visio).
  3. Experience of working within secure technology-based projects and programmes enabling business change.
  4. Experience of developing/maintaining governance, and the correct and efficient use of standards across multiple projects.
  5. Experience of managing financial budgets throughout the lifetime of a project.
  6. Ability to manage stakeholders of all levels and deliver their complex business requirements.
  7. Experience of managing risks, issues, assumptions and dependencies.
  8. Experience of developing and working with audit processes and challenge functions.
  9. Experience of working within business change related projects.
  10. Experience of implementing document management systems and document controls and the ability to deal with sensitive information.
  11. An understanding of the commercial, operational, technical and supply infrastructure in which successful programmes and projects are delivered.
  12. Experience with government procurement processes.
  13. A record of successfully supporting and delivering secure national projects on time and on budget in a complex environment which uses both in-house and supplier based delivery method.
  14. An understanding and experience of how finance budgets management work.
  15. Experience and knowledge of the security accreditation processes at a national level at all Government security Classification (GSC) levels.
  16. Experience of recruiting technical staff to key project roles (contract and permanent.
